Seattle-bound ferry gets scare
I have a question about the last sentence:
"Harris said ferry riders are very alert and will report any suspicious
activity. That's one reason a Justice Department inspector general's
report ranked the ferry system as a top target for domestic maritime
terrorism."
Understanding that you didn't make the statement, but..... If ferry
riders are "very alert" and responsive, why does that make the ferry
system a top target? Isn't proactive behavior a deterrent?
I'm confused....
